State Programs
State Compensatory Education (SCE) is comprised of programs and/or services that augment the standard educational curricula for students identified as at risk of dropping out of school. Its purpose is to improve the academic achievement while reducing the dropout rate of at-risk and economically disadvantaged students. Its main goal is to provide stimulating and significant instruction to eradicate any evident achievement gap between at-risk students and their peers. There are several SCE mandates (e.g. House Bills 3 and 4545) imposed by the 86th and 87th Texas legislature and it is imperative that school districts and charter schools maintain compliance with these requirements, both fiscal and programmatic. SAFE Services accomplishes this by following the general procedures below.
Gathering data to provide addenda to the district improvement plan and each campus improvement plan to maintain compliance with Module 6 of the Financial Accountability System Resource Guide (FASRG), the Texas Administrative Code (TAC), the Texas Education Code (TEC) and House Bill 3.
Gathering TAPR data on student achievement to include comparisons and evaluations in improvement plans as required by TEC, Section 11.253.
Ensuring compliance before submitting the district and applicable campus improvement plans for your district if required by Module 6 of the FASRG, Section 6.2.3 “Electronic Report Submission Requirements”.
Providing technical assistance throughout the year to answer questions related to fiscal and programmatic issues as well as to provide the client with assurance of compliance.
Providing improvement planning technical support throughout the contract school year to answer questions and assist in updating the plan(s).
Preparing detailed budget to ensure compliance with allowable activities under the TEC, TAC and FASRG.
Providing a free monthly newsletter containing necessary information related to SCE programs such as due dates, upcoming events and reports.
